Hillgrove Resources proudly supports the Kanmantoo Callington Community Consultative Committee (KCCCC).

The Kanmantoo Callington Community Consultative Committee (KCCCC) is a public forum for the community to come together to raise issues and encourage action on matters related to the Hillgrove Resource’s Kanmantoo Copper Mine. The Committee is facilitated by an independent chairperson.

The Committee was originally formed in 2007 as a result of a condition of the Mining Lease issued by the South Australian Government to allow Hillgrove Resources to redevelop the old Kanmantoo Copper Mine, which last operated in the 1970s.

Committee Members are appointed for two-year terms according to a process described in the KCCCC Terms of Reference, which includes an open call for nominations.

There is no limit to the number of community representatives on the Committee. The Committee tries to make sure that its membership effectively covers the various stakeholder groups and their topics of interest. Priority topics and issues for the community change over time throughout the various stages of the mine’s development.

The latest call for nominations for KCCCC membership and subsequent commencement of new two-year terms for Committee members, occurred in March 2018.

History of the Kanmantoo Copper Mine

The Kanmantoo Copper Mine is situated in the Adelaide Hills region of South Australia about 55 kilometres from the Adelaide CBD. Key dates include:

    Mining in and around Kanmantoo and Callington by European settlers.

  • 1960s-70s

    Current site developed by Kanmantoo Mines Limited (KML), a joint venture between Broken Hill South (51%), North Broken Hill (19.5%), Electrolytic Zinc Company (19.5%) and P.G. Hallof of Canada (10%).

  • 1976

    Kanmantoo Copper Mine closed due to low prices, a high exchange rate and increasing costs, but the area remained copper rich.

  • 2003-04

    Hillgrove Resources Limited took up the Mining Lease over the former Kanmantoo workings as well as Exploration Licences in the area.

  • 2009

    Kanmantoo Mine was approved by the State Government mining regulator. Construction of the considerable infrastructure including a processing facility began at this time.

  • 2011

    Kanmantoo Mine operation was commissioned.

The Local Community

The location of the mine places it in close proximity to two small townships, Kanmantoo and Callington, with a combined population of about 1,200 people.

Within a 5 kilometre radius are rural neighbours, township residents, local business owners, some government service providers like the Callington Primary School and various community groups such as churches and emergency services. This group is considered to be the local community.

Community members living and working near the mine are those most likely to be impacted by mine activities and for this reason are particularly important.

The Regional Community

Beyond the local community there is a regional community that has an interest in the mine. The mine is about 20 kilometres east of the regional centre of Mt Barker and about 25 kilometres west of the Rural City of Murray Bridge, which is another regional centre. There are other significant regional communities within 25 kilometres of the mine site including Strathalbyn to the south, and Nairne and Littlehampton to the north-west.

The regional community includes parts of the local government areas of the District Council of Mt Barker, Rural City of Murray Bridge, Adelaide Hills Council and Alexandrina Council.

The mine is located in the District Council of Mt Barker for planning and other municipal services. Among other things, community services such as hospitals and high schools are located in the region.

Committee Terms of Reference

The Terms of Reference (ToR) for the Committee was updated mid-2014 when the mine reached the next stage in its development and the emphasis shifted from approvals, construction and commissioning of the mine to ongoing mining operations, environmental management and continuous rehabilitation working towards mine closure, decommissioning, rehabilitation and the ultimate surrender of the tenement.

The ToR is deliberately detailed so that it can be used as a manual to help the Committee members and the community to fully understand how the Committee works.

Engagement Plan Summary

The Community Engagement Plan for the Kanmantoo Copper Mine was developed by Hillgrove Resources Limited as part of its mine plan, known as the Program for Environmental Protection and Rehabilitation or “PEPR” for short.

The Community Engagement Plan identifies how the company will engage with the community over matters related to the Kanmantoo Copper Mine.

Hillgrove has provided the Committee with a short summary of the Community Engagement Plan, which reflects community engagement standards identified by the SA Government in their policy document entitled Better Together (2012).

The KCCCC has identified one key element under each of the principles in the Plan and put these together as a selection of key measures to provide a framework for regular reporting by Hillgrove as to how well the Plan has been followed.

Community Benefit Program

The Committee is particularly keen to see real, measurable and sustainable benefits delivered as a result of the Kanmantoo Copper Mine operating in the community.

The Master Planning Working Party is considering long term strategic planning for the area. This aspect is led by Committee member Fiona Challen. Small scale, shorter term community benefit projects are also being identified.

Current smaller projects under consideration include:

  • Recognising the mine’s NW Woodland Rehabilitation Process and involving local landowners in environmental programs making use of this experience and resources such as the seed bank and propagation centre at the mine site.
  • Revamping the current school bus pick up area Mine Rd/Old Princes Hwy. Creating a larger shelter to accommodate all of the local students and creating a designated bus pull off area where students can board and exit safely.
  • Planting out of roadsides with native vegetation along the length of Proctor Road, Mine Road and both sides of the Kanmantoo Township, along the Old Princes Highway.
  • Planting shade trees to provide shade in summer at the Kanmantoo Bike Park. Planting native vegetation around the boundary and adding a BBQ and seating area so families could enjoy an afternoon out.
  • Creating a fully fenced, off-leash Dog Park on the vacant reserve area near the beginning of Mine Road.

Master Plan for the Kanmantoo Callington Area

Formed in September 2014, the Master Plan Working Party is led by Fiona Challen, a KCCCC Member with an interest in education, socio-economics and the future of the Kanmantoo Callington area.

The Master Planning process is particularly relevant to the Committee given the current stage of development of the Kanmantoo Copper Mine, which includes continuous rehabilitation, native vegetation and Significant Environmental Benefit (SEB) programs, and consideration of mine closure planning such as final landscape design.

The Master Plan Working Party is open to all members of the Committee. A broader group of stakeholders is also involved including the District Council of Mt Barker, State Government agencies such as the Department of State Development, as well as groups like the SA Mining History Group and interested individuals from the local community.

The KCCCC committee creates working groups as required to work on agreed projects supporting the four pillars of the Masterplan, for the Kanmantoo Callington area.

Committee members are encouraged to take a lead in particular areas of interests (portfolios) to ensure that the community’s views are well represented in these areas.

Employment & Sponsorships

The Committee is not directly involved in the employment or sponsorship arrangements of the mine beyond encouraging the employment of local people and recognising that Hillgrove supports local events and organisations.

Hillgrove’s local procurement approach ensures the majority of the expenditure stays in the region, providing a multiplier effect to the local economy, and they are committed to employing locally, with 95 per cent of the existing workforce living locally.

Meeting Notes, Reports and Action Lists

Chaired by an independent Chairperson, KCCCC meetings are public meetings, held quarterly and all members of the community with an interest in the mine are encouraged to attend.

Meetings are held in either the Callington Memorial Hall or the Kanmantoo Community Hall.

There are at least four KCCCC meetings scheduled during the year with more meetings held if required. Notes from each meeting are circulated in draft form between meetings to allow the committee time to review them before they are confirmed at the next meeting.

Information and reports

An important role of the Committee is to promote a greater awareness and understanding of matters related to the mine that may impact on the community. This understanding is seen as essential to allow a meaningful discussion on issues of concern or opportunities that may arise for the community.

To assist this process, the Committee will encourage the publishing of clear, accurate and unbiased information on key topics of interest for the community.  

Community Action List

The Committee believes that appropriate issues management is a key to effective community engagement. 

To accurately document issues that have been raised by the community and record agreed measures of success and actions, the Committee has developed a Community Action List (CAL). 

The CAL is updated by all Committee members between meetings and is a standing item on the meeting agenda and is published on this page.

Regularly updating the CAL means new topics can be added and new priorities identified as previous priorities are addressed and make way for new and emerging ones.
